Patty Henek’s plan to improve the financial health of our village is to develop a 5-Year “Comprehensive Plan” comprising prior year, current year, and 3-year forecasts. She criticized the current approach noting that the village only prepares an annual budget.

This response puzzles me because my review of the current year’s budget shows that this is exactly how the village budgeting process works today. In fact, our village has won a Distinguished Budget Presentation Award from the Government Finance Officers Association of the U.S. and Canada for its budgeting practices.

I appreciate the work our village staff and board have done to operate balanced budgets and maintain healthy fund reserves. I have been a Chief Financial Officer for over 30 years and recognize the importance of a good budgeting process. If the current process isn’t broken, perhaps Patty can turn her attention to giving us some specific examples of what she would actually do to improve our town’s financial health.
