The mixed-use development at the corner of Lake and Lathrop in River Forest has seen progress, as necessary soil remediation and electrical rerouting are underway, two steps that must be taken prior to construction of any kind on the property.

According to Village Administrator Eric Palm, the Illinois Environmental Protection Agency (IEPA) gave approval of the remedial action plan and associated documents that allow the developer to commence remediation at the project site. Demolition debris has been removed in anticipation of that beginning soon.

But before the soil remediation can begin, electrical poles must be removed from the property, a process that requires ComEd to bury some lines and complete service transfers on some surrounding buildings.

“The underground work is completed,” said Palm, “and ComEd has to complete service transfers on some of the existing buildings so the utility poles on the property can be removed. Once the poles are removed, that will clear the way for the remediation contractor to begin work.”

A permit for the project hasn’t yet been issued to the developer, Lake and Lathrop LLC, for the four-story building with commercial use on the ground level and residential above, but Palm said he anticipates that happening “once some additional items are submitted.”

“The village has been reviewing building plan permit submissions and has been exchanging plans and comments which is typical for a project this size,” said Palm. “We are pleased with the progress made by the developer thus far and look forward to the commencement of the remediation as well as the beginning of construction.”

Once the permit is issued, the developers will have 15 months to complete the construction.
