Garbage bags vs. leaf bags

If we are not supposed to rake the leaves into the street but collect them in bags, just wondering, like with yard waste during the summer, will we be able to use garbage cans instead? During the summer we can put the stickers on garbage cans instead of bags and the yard waste is collected.
