I wonder if anyone considered the definition of the term “household” before concluding that Anthony Clark’s income should have been included on his parents’ loan/grant application.

“Household” is a technical term. It is not synonymous with “whoever lives in the house.” The definition is not universal across all governmental programs but, for the most part, “household” refers to a person, the person’s partner (whether married or not), and the person’s dependent children (as tested by whether they qualify as dependents for income tax purposes). 

Based on what has been reported, it doesn’t sound to me as though Mr. Clark is a member of his parents’ household no matter how much time he may spend at their home. He can be a resident for election law purposes without being a “household member” for other purposes.
