Dr. William McMiller, an Oak Parker commonly known as Dr. Bill, has been charged along with his niece with defrauding the state out of more than $1.2 million in Medicaid funds, according to Illinois Attorney General Kwame Raoul.
McMiller owns Dr. Bill’s Learning Center, 18 Lake St., which provides clinical therapy, tutoring and psychiatric services to children. Jonise Williams, who lives in south suburban Matteson, handled the billing for both the center’s Oak Park and Chicago locations.
“Together, Williams and McMiller submitted numerous claims to the Illinois Medicaid program for psychotherapy and medical services that were not provided,” a press release states.
McMiller and Williams were charged in Cook County Circuit Court with a laundry list of felonies and face a fine of up to $25,000 for each charge. The charges levied against the pair include theft of government property by deception and theft of government property by unauthorized control, each of which are Class X felonies punishable by six to 30 years in prison.
They were also charged with vendor fraud, a Class 1 felony punishable by four to 20 years in prison, and forgery, a Class 3 felony punishable by two to five years in prison, according to the press release. Assistant Attorney General Elisa Hamilton is handling the case.
After noticing McMiller had billed an abnormal number of services hours each day, the Illinois Department of Healthcare and Family Services (HFS) Office of the Inspector General referred the case to the Illinois State Police Medicaid Fraud Control Unit, which opened an investigation.
Theresa Eagleson, director of the Illinois Department of Healthcare and Family Services, said in the press release:
“Our top priority — especially during this fight against COVID — is to use Medicaid funds to help people in our state access the quality healthcare they deserve.”
