Looks like a partially finished futuristic greenhouse. Can't imagine it will be that functional as there's no protection from the elements in any direction other than the top. My guess is that the roof is curved to allow snow and rain to run off, and the lack of glass on the sides to leave less opportunity for vandalism, but these both seem like decisions to retain the integrity of the structure but not to the benefit of the user. At least criminal wont have a hiding place.

Is this a Divvy Bike Sharing rack/shelter thing? OP is supposed to have 12 stations. I'm assuming not all of these will be honkin' huge? The Village Board approved, on their consent agenda at the 8/19 meeting, to apply with Evanston for a $3 million grant, but I missed where the Board actually approved this expenditure ($160K initially, and then about $60K annually).'s in the 2014 proposed budget on page 165. I guess it doesn't get officially approved until the 2014 budget gets approved?

The gas jets are not visible in this photo, but once it is fully functional, the giant hoops will be flaming and passing thru them will constitute step #17 of 39 in the revamped Oak Park parking permit application process.
