It’ll be years before anything actually comes to reality, but last night, anything was possible for the Colt “superblock” in Downtown Oak Park.

As part of a village development competition, five teams presented rough proposals for the village owned property sandwiched by Lake Street and North Boulevard. Located a block east of Harlem Avenue, it includes the Colt building, the adjacent 1121-1123 Lake St. building, a North Boulevard parking lot and 1145 Westgate.

The five teams involved incorporate both public, one publicly traded on the New York Stock Exchange, as well as private entities. Some had members from Oak Park businesses, and some featured national figures. The possibilities presented were vast. One team had Target attached to its proposal, with the idea of creating an underground space to house the retailer. Another envisioned a four story glass bridge over Westgate connected to a building on Lake Street.

Another team suggested a medical offices complex, coupled with condos to house some of its employees and nearby retailers tying into the medical theme. Other ideas included a bowling alley, luxury apartments, office condos, a hotel, and a new street between Marion and Harlem running north/south called “Station Street.” Each plan visualized little to no funding participation from the village, as requested.

Everything presented was rough and subject to change. The village first released the “request for qualifications” for the properties in mid-September as part of a tour of Oak Park for interested developers, brokers and architects. The deadline was Oct. 24, and seven teams submitted proposals.

Based on a lack of materials and qualifications, village staff eliminated two of the proposals, and now the board must eliminate two more, narrowing the field to three. Those three finalists will win a $10,000 stipend and have until March 2008 to develop a more in-depth plan.
