Turns out there'll be no preliminary lighting work done on Keystone Park's west field after all. The River Forest Park District voted 3-2 July 11 to authorize underground electrical work and the installation of the bases for light poles. The intent was to expedite the eventual installation of light poles and lights should the village's Development Review Board (DRB) approve it. However the village doesn't distinguish between preliminary and final work when issuing construction permits.
"We wouldn't issue a permit for work that requires a (planned development permit)." said Village Administrator Charles Biondo last week.
The park district board had planned to have an application ready for the DRB by Friday.
"They haven't applied yet," said Biondo last Friday, adding that he'd spoken with Park Executive Director Tom Grundin last week regarding the park district vote.
It appears that the earliest the DRB could schedule a meeting on the Keystone West issue would be Aug. 18. "Finding of facts" would then be forwarded to the village board, along with the DRB's recommendation.
The DRB voted 6-0 against the park district's first Keystone West application last July, and the proposal was withdrawn at a subsequent village board meeting.
