What's missing in graffiti policy

1) Graffiti has tripled in three years.


2) Per Oak Park Community Relations Director Cedric Melton-it's a "communication form" among young teens.


3) Proposed graffiti ordinance will require owners to remove graffiti within three days.

Silly me. And I thought I understood what's happening:


1) Graffiti has tripled in three years.


2) Young teens who spray graffiti are damaging property and breaking the law.


3) Owners are the real victims and should be assisted by the village (maybe even by the perps) in removal.


I guess I missed the part about apprehension and punishment of the perpetrators-you know, enforcement of the law and that kind of stuff. Probably in the next ordinance.
