Do I need to fence off my front yard, put up signs begging people to be responsible pet owners, what?

Few days ago, my brother was visiting from Seattle and we had just returned from Buona Beef* with some sandwiches for the family.
We'd parked the car in front of my house, and were walking along the sidewalk when my brother said, "Watch out for the dog &%#1!."
Too late.
There, planted on my sidewalk, was a pile, clearly imprinted with my Doc Marten's sole.
What kind of boorish dog walker, anti-social lazy punk leaves a pile of dog droppings on another person's sidewalk?
More importantly, what can be done about this?
Do I need to fence off my front yard?
Must we put up signs – perhaps with explanatory pictures – beseeching people to be responsible pet owners?
What?
I'm fine with dogs, though I prefer cats, but if your choice in life is to live with a hairy, smelly canine, the least you could do is not foist the responsibility for cleaning up after your beasts onto someone else. Like me. Which is all I'm saying.
Now you've got me riled.
Happy?

Annette - maybe if you were watching where you were going instead of typing away on your antiquated blackberry your shoes wouldn't be ruined. Mr Hammond - Please stop being so self-righteous. The parkway(and sidewalk) are village property so your proposition is goofy and unrealistic

I deal with it every day, walking to and from the green line. It's upsetting because every so often, my shoes get ruined. Sometimes it's near an alleyway, and I think, is the dog owner so lazy he can't throw it in one of the trash bins.

I have a term for these irresponsible dog walkers, "shitters".
