Rough Edges

Over the weekend I was doing some restoration work and paused to take a picture of a native plantain. Upon further inspection I noticed this little guy was in the image hovering to the left of the bloom.   I'm not sure what sort of insect it is, but submitted it to the Bug Guide site - where the verdict -so far- seems to point to the genus Toxomerus, a type of hoverfly.
